What is eManifest?
In October 2010, Canada Border Services Agency (CBSA) implemented the third phase of the Advance Commercial Information (ACI) Program, known as eManifest.
Much like ACE for reporting southbound crossings to US CBP, eManifest is the requirement for highway carriers to transmit their cargo and conveyance data to CBSA for northbound crossings, no less than 1 hour prior to arrival at the border.
The first step of this phase took effect April 1, 2011 where it was made mandatory that all for-hire commercial carriers have their own CBSA assigned carrier code. Next, the customs portal option became available August 29, 2011. Then the implementation period was announced, stating the timeline for highway carriers begins November 1, 2011.
What Does This Mean For You?
This means that you need to decide how you will file your eManifest with CBSA. Your specific time-lines to follow during this decision making process is as follows:
- November 1, 2011, to November 1, 2012 - Highway carriers have 12 months to incorporate eManifest requirements into their business processes.
- November 1, 2012, to May 1, 2013 - eManifest requirements are mandatory. Highway carriers deemed to be non-compliant will be denied entry to Canada and issued zero-rated penalties.
- May 1, 2013 - The implementation timeline is complete. Highway carriers deemed to be non-compliant will be denied entry to Canada and issued monetary penalties.
