The Canadian Government has announced its decision to remove Chinese-made EVs from the China Surtax Order and move them to the import control list effective March 1, 2026.
The two orders in council listed here and here work together to create a new import requirement for Chinese-made EVs, and the new requirements can be found in full detail here. Additionally, the CBSA has issued a Customs notice for the import of Chinese EVs.
With their new position on the import control list, Chinese-made EVs now require a Global Affairs Canada (GAC) issued permit for importation. Only original equipment manufacturers will be eligible to obtain import permits. If a permit is not present, then the import is prohibited from entry effective March 1, 2026.
Additionally, the GAC notice lays out that certain items classified under the relevant HS codes will not be included in the import control list - namely, electric tricycles and other non-passenger vehicles like golf carts and mobility scooters detailed under 8703.80.00, 8703.90.00, or 8704.90.00.
It is important to note that GAC permits are issued on a first-come first-severed basis for the first six months of this new arrangement while the details of the quota are finalized. When they are, GAC will issue a new notice.
