The Department of Finance has announced a new remission order on the surtax currently in place on Steel Derivative Goods Surtax Order.

Specifically, this order adds remissions for:
Public health and safety, including:
- Government health research organization or clinical health research organization;
- An organization that produces or stores medical countermeasures, including pharmaceuticals or medical devices;
- The office of a public health official, as defined in subsection C.10.001(1) of the Food and Drug Regulations
- An organization that provides ambulance or other emergency response services;
- A firefighting service;
- A law enforcement agency;
- A federal or provincial correctional service;
- The Department of National Defence;
- The Canadian Forces, or
- The Canadian Security Intelligence Service.
Health Care, including:
- For use in the provision of medically necessary health care services, including services provided at
- A hospital,
- A health care or dental clinic,
- Medical, dental, or diagnostic laboratory, or
- A long-term care facility; or
- For use, for the purpose of health care or public health, by:
- An entity that provides products or services related to blood, cells, tissues or organs for medically necessary health care, or
- Federal, provincial, local, or Indigenous health authority.
Goods referred to in the schedule, including:
- Including 43 additional specific products, which are listed in Schedule 1 with the goal of better focusing on more relevant surtaxes.
Wind towers classified under tariff item 7308.20.00 and that:
- Are imported into Canada for installation on offshore wind projects, or
- Those wind towers for which a supply order has been signed prior to December 26, 2026, the date the surtax came into effect.
Many of these additions are products regularly imported by our clients, and we encourage you to investigate closely or work with your broker to determine whether your goods qualify.
The Canada Border Services Agency (CBSA) will be providing guidance on how to claim these new surtax remissions in a CBSA Customs notice in the coming days.
